Abstract


The quality in education is one of the most important aspects in the realization of social justice, and the necessary demand in the constructing harmonious society. Since higher education in China has been entering the period of popular style, and the opportunity to receive higher education has come to turn into a kind of right owned by much more persons than ever before, the function of higher education is experiencing a historic revolution, however, with the development of higher education, its inequity problem has revealed, and more and more people paid attention to it.This thesis analyzes the meaning of higher education from the view of political policy, and point out my own understanding of the responsibility of our government in higher educational equity: Drawing up the equal regulations to protect and accelerate higher educational equity is the most important thing which our government should do.There are many reasons causing the inequity of our higher education, and this thesis analyses it from three aspects: economic resources; political regulations and legal institutions. The acceleration of realizing the equity of higher education depends on the progress of our economy and political system. However, most of the equity problem of our higher education is caused by the deviation of our policy regulation and the deficiency of our legal protection. On the basis of explaining these reasons, this thesis points out the suggestions to accelerate the higher educational equity: reforming the government’s sense of responsibility; drawing up the related regulations to protect the higher educational equity; eliminating discrimination treatment by legislation.
