Abstract


Public opinion to guide the work is a unity of thinking, inspirational , gathering strength , a powerful tool to mobilize the masses , has a wide coverage , strong penetration , the influence big advantage . One of the most important component of force in the normal operation of the college and in emergencies , university public opinion guidance system is to maintain the security and stability of colleges and universities . In this paper, a literature search and interviews from the point of view of communication studies and management to maintain the security and stability of colleges and universities to guide public opinion system , a clear system of institutional settings and functions of the division of labor , and thus construct system ordered to deal with strong , powerful performance guidance of public opinion work system . Papers based on analysis of college opinion of subject and object , two aspects should establish the general idea and principles of the system of college guidance of public opinion from the normal management and emergencies . The normal run colleges and universities under the guidance of public opinion system is the focus of the thesis , this part explore the work of the relevant functional departments of the college , thinking opinion -oriented system , the Party Committee Propaganda Department led to the Student Work Department , the Communist Youth League school as important bases and give full play to the concept of relevant functional departments and mass organizations function . The core part of the University under the guidance of public opinion in the emergency system , the focus of this part of the thinking of the organization system construction and design of the operating mechanism , the scope of the study to break through the college itself , relates to the government level and social level , targeted to establish a sound monitoring, information collection, information judged event forecasting , information dissemination , public opinion straightening ended and information handling system to ensure that the risks in the colleges and universities can effectively avoid the campus , to promote the construction of harmonious dumplings Park .
