Abstract


With the education system reform , colleges and universities have been expanding , especially in college enrollment , the lack of investment in higher education has become a bottleneck restricting the development of universities . Higher financing as a key link in the rapid development of higher education and endogenous driving force has been the development of higher education research is important and difficult . Institutional Economics research shows that science is to improve the institutional arrangements of the most effective means of organizational efficiency . Therefore, from the Chinese University of higher financing system and its systematic study of changes starting college will help to open up the financing channels , abundant college financing means to improve the efficiency of university financing . Efficient institutional arrangements for financing must be able to act as large as possible within the main filter out more financing for college education in the provision of adequate resources available , strictly defined boundaries of the financing activities of the body with the use of inter- relationships , to ensure its rights and responsibilities on the other, to ensure that the minimum cost for the university at the same time into the same amount of funds to maximize social welfare . In this paper, in-depth study of sustainable development in Chongqing Higher financing problems that exist are expanded for government departments , universities and financial institutions to make policy recommendations , explore solutions to the problem, on the background of Chongqing Higher financing carried out an objective evaluation Meanwhile, through in-depth research, mathematical modeling , theoretical research , etc., on sustainable development in Chongqing Higher financing difficulties encountered in -depth analysis of its causes , combined with Chongqing 's economic development and social demand conditions in Chongqing City of current and future financing problems faced by universities , colleges and universities in Chongqing proposed to solve the financing problem of policy recommendations to achieve defuse risks and lower the purpose of financing the existing universities , and proposed the establishment of Chongqing University Financing long-term mechanism of risk prevention policy recommended to avoid generating new university financing risk.
