Abstract


The throughput of foreign trade goods in Nantong is up to 31,306,100 tons and there are over 5257 foreign vessels pass Nantong in 2009, which achieved the new highest record.11 harbors and 72 quays are opened in Nantong port at present. It’s distribute in coastal 226 kilometers in Nantong, among the water fronts. It gives much trouble to Nantong Inspection and Quarantine Bureau on the whole course, all-weather of entry and omnidirectional supervision cause. As a third party of just organization, Nantong Ocean Shipping Tally Company have all-weather, all cover, zero span of working characteristics,it is able to remedy the insufficient of Nantong Inspection and Quarantine Bureau.The article has introduced relevant concepts and basic theories that inspection and quarantine and foreign steamer tally at first, from import wooden to pack, export block, the carrier discharge waste water, waste oil illegally and container case the air measures. Analyze the supervising weakness of Nantong Inspection and Quarantine Bureau and then put forward a new cooperative mode between Nantong Inspection and Quarantine Bureau and Nantong Ocean Shipping Tally Company. Secondly, based on the new cooperative, supervise the new mode and how to play their own advantage and how to improve the port inspection. Thirdly, using the quantitative analytical method, it has analyzed economic benefits of supervising cooperation of two units. Finally, the new cooperative mode will cause much important function to both parts.
