Abstract

With economic globalization and the rapid development of information technology, enterprise clusters has become one of the most competitive economic organizational forms. Enterprise clusters are playing the dominant role in today’s world economic map with its powerful agglomeration effect, including scale economic, scope economic, mutual economic, credit economic and innovation economic effects. It has not only become notable features of the national economy, regional economy and even the city’s economy, but also become the research focus of many subjects.Overall, in China’s less developed areas, currently the industrial parks, which are almost at a stage of " introducing the enterprises" ,often happens that enterprises are almost in an isolated state, weak in the labor division, high transaction costs, lack of honesty among enterprises and deficiency in the intermediary service agencies; in addition, talent supplement shortage, skill education and training lagging behind, slowly knowledge accumulation and lack of innovation culture. Therefore, in order to promote this kind of enterprise community to agglomerate and gain the advantages brought by the cluster, it is more and more important to accelerate these industrial parks to develop as the cluster model, and carry out the sustainable development.The research object of this paper is the industrial parks in Chongqing area which were established by the local government. The way to promote the isolated enterprises in industrial park agglomeration is analyzed in detail from the perspective of the value network, using the theory of economic geography, industry economics, strategic management, value chain and value network theory, enterprise clusters and other relevant literature theory. Besides, a mathematical model is established which can explain the way to get agglomeration, and also can provide methods to optimize the value network. It also gives some opinion to the government to promote agglomeration. Based on value network, it should be achieved that promoting non-associated multi-enterprise communities in the industrial park to get agglomerate.First, the paper analyzes the present situation and the problems of the industrial park, then make a literature review of domestic and overseas the value chain theory from four perspectives: inside value chain of an enterprise, material chain between enterprises, virtual chain between enterprises and value network among enterprises. Then the advantages of the value network are analyzed. This lays a foundation for the value network establishment in the enterprise cluster, and indicates the direction of the following research.Then, the value network agglomeration and the mechanism of advantages gaining are explained, furthermore, a model of value network in enterprise communities is built up. Based on the former research, the author establishes an optimization model for the value network in enterprise community which can help to gain the sustainable competitive advantage. By this model, the horizontal scale of the values network is obtained, then, the border of network size is also determined. At the same time, we can also get a decision model to decide whether the integrated enterprises should decompose its value chains vertically in the value network or not.Then, using three mathematical models, formation path and mechanism of enterprise cluster value network is analyzed from the following three perspectives: establishment of enterprises cooperation mechanism, cooperation mutual- benefit mechanism, and cooperation symbiosis mechanism.Finally, opportunistic behavior in value network is explained, and then an incentive model is designed to improve the quality of information transmission. Its conclusion will provide a feasible measure for government to promote enterprise cluster value network agglomeration.Overall, this paper provides a useful way to transfer a non-associated enterprise cluster state to an agglomeration state in industrial parks. It is a supplement to the enterprise cluster agglomeration theory. Meanwhile, it also lays a theoretical basis to help the governments to make the policy to promote the industrial agglomeration and regional economic development. It is meaningful for the industry parks to optimize the industry structure, stimulate the innovation and enhance the competitiveness.
