Abstract


For a long time , the electricity industry think the industry is a natural monopoly , controlled by the state monopoly right to operate . With the development of the theory of electricity and natural monopoly , the world gradually aware of the electricity industry in the generation and sale of electricity and other sectors competitive , should to breakthrough the original monopoly business model , have to carry out the reform of the power industry . Market-oriented reforms of China's electric power industry has made ??great achievements , to achieve the separation of government administration from enterprise management and separation of generation , the establishment of a regional electricity market , bidding also try out . But there are also some problems , mainly in three aspects: First , the structure of the electricity market to stay in the single buyer model , only limited competition , is not conducive to fair competition ; Second, the means of the Electricity Regulatory power industry has been monopolized links with non-monopoly part split off from lack of knowledge of the results of this reform , do not place in a different regulatory approach taken for different segments of the market characteristics ; Finally, the powers of the electricity Regulatory agencies configuration status defective , the allied regulatory agencies regulatory capacity is not strong and so on. These problems largely restricted enhance the performance of the process of market-oriented reforms of the electricity industry and electricity industry , this article will also benefit from these three areas starting to explore measures to promote market-oriented reforms of China's electric power industry . For the first question , it is pointed out that the market structure of China's electric power industry should be chosen according to the different areas of the market conditions to be treated separately , wholesale competition mode in the area of better basic conditions , in inadequate conditions of the area using a single purchaser model . For the second question, the specific classification of regulatory measures , the competition aspects of the implementation of asymmetric regulation into the regulatory and market order regulation ; monopoly aspects of the implementation of the incentive price regulation and fair access supervision ; implement security in terms of social regulation regulatory , environmental regulation , supervision and supply obligations . As for the third question , suggested a solution to the two aspects of the functioning of the electricity industry, regulatory authorities and SERC regulatory capacity building measures .
