Abstract

The rural minimum living security system is one of the hot issues of the academic community are most concerned about, in recent years, the study also yielded some results on this issue. But most of them are only derived from the advanced mode of foreign social minimum living standard security reform direction of our country, and no place in the eastern and western development imbalance and the urban-rural dual structure is serious this truth, only emphasizes the expansion of the coverage, strengthen legislation did not submit the rural minimum living security mode, when the regional situation vague theory and not enough depth. China's western region due to low rural incomes, poverty wide range of weak economic foundation and social development lags behind other reasons have urgent needs of the social minimum living allowance, the basic livelihood guarantee for part of rural residents has become a real and serious problem, build rural minimum living security system suited to China's vast western rural areas, has an important role to narrow the gap to reduce absolute poverty. Therefore, this study is based on the west, to conduct a comprehensive analysis of the use of comparative analysis method, on the western rural minimum living security system construction and improvement given suggestions. The basic structure of this study are: the first part is an introduction and overview from the research questions of social background and academic background on China's rural minimum living security research, and then presented the research problem, and concludes with a brief description of the study the basic method and significance of this study and innovation. The second part of the basic theory of the social security system, the from direct theoretical source of the ideological origins of the social security, social security system and rural social security basic theory - the theory of the cycle of poverty tripartite face the basic theory of the social security system discussed. The third part is an overview and significance of rural minimum living security, this study discusses the meaning of the rural minimum living security, features, and define the concept of social security, social assistance, minimum living allowance, western, and then the significance of the rural minimum living security and feasibility are discussed. The fourth part of China's western rural minimum living security situation and existing problems, this study first overview on the eastern part of the rural minimum living security mode and transition mode, and through the eastern and western comparative analysis of the status quo of the western region rural minimum living security and existence problems, and from the understanding of the sources and uses of funds, guaranteed by law and organization to ensure the object and determine the standards and moral hazard discussed the problems of the western rural minimum living security. The fifth part is the focus of this study, that China's western rural minimum living security mode to build and perfect the first discusses the principles to be followed to establish the western rural minimum living security mode, and then from the understanding of the sources and uses of funds, guaranteed by law and organizational guarantee, objects and standards to identify and facilities reform opinions and suggestions on how to build and improve the the western rural minimum living security system.
