By the end of2011, China’s elderly population aged60and above has reached185million, accounting for13.7%of the total population.The elderly population has become the largest countries in the world.in the background of the Grey-hairs Tidal Wave, empty nest elderly pension problems are brought to the community’s concern. Empty nest old man this social vulnerable groups.This paper adopt the method of literature study, questionnaire survey and in-depth interviews,from the perspective of empowerment theory, and select65rural empty nest old man in the village of ShuangXian of A city in JiangSu province to make the questionnaire survey and13people for in-depth interviews, to understand more about their economic income, health, social communication, leisure entertainment, the basic situation of the psychological and mental state.According to the Survey results, the rural empty nester economic source often instable and with low levels, poor health, lack the care of children, easy to feel lonely and other negative emotions, small social communication range, less and single entertainment activities, at the same time they also face the medical assistance dilemma.At the view of empowerment theory, this paper analyses the rural empty nest old man power state, from the aspect of individual level, human relations and social participation in three aspects,most of them have a weak right or not. On the basis of analysis, combined with individual cases, group and community work methods, the author elaborated the social work service method to access the rural empty nest old man. At the individual level:through the methods of case counsel ling and life course to help the old man to recognize their own value, adjust the good state of mind, and through the education of the health and legal knowledge to increase r the old man’s ability and make them have something to learn. At the interpersonal level, strengthen children relationships with parents in material needs and spiritual comfort through group work and the Thanksgiving education; at the same time, develop the rural empty nester old man’ social relations through the introduction of the community resources.In social participation level, countries should establish and improve the social security system of rural elderly as the focus of pension and health to realize the old security; at the same time, the state should increase investment in public facilities of rural style, give full play to the role of community grass-roots organizations, establish the elderly activity room and various old interest groups so as to enrich their spiritual and cultural life, and make them have something to do,make them have a good time.
