Abstract


Project evaluation is a very important part of the project management with the theory and application existed for a long time. It is an application subject in itself and grows with the development of society and economy. In the practical work, in order to make sure the decision is scientific and the undertaking is feasible and effective, avoid the loss without the necessity even the group sinks into difficult position as a result of decision fault, it is an important decision basis to make scientific and objective investment-project evaluation.The author read a large number of literature and reference material about such as project investment, project management, technique economy, engineering evaluation and accounting, finance cost management and so on. Based on this, the paper evaluates the technique, environmental influence, finance and risk, society and national economy and so on of Synthesis Energy-saving and Pollution-reduction of Chongqing Iron&Steel Company through a series of project evaluation method. Firstly,the paper introduces the basic eneygy system circumstance of Chongqing Iron&Steel Company and the background of the investment Synthesis Energy-saving and Pollution-reduction and the next part briefly evaluates the technique and environmental influence. One of the emphasis of the paper is the finance evaluation: this part analyses the earning ability and repaying ability of the project according to calculating a series of trends and static state quota including net cash, finance private interest rate, investment profits rate, regaining investment time, investment interest -tax rate, the time of pay off the loan, rate of assets and liabilities. And besides, this part evaluates the risk of the project through the analyses of the profit and loss balance and sensitivity paralysis. The second work of the paper evaluates society and national economy by analyzing the shadow price, the use of the natural resources, the influence of the energy consumption and the development of the society.
