Abstract


As a most competitive purchasing tool, bidding is widely adopted in diverse fields of society and life, which brings great influence not only to macro economy, but also to microcosmic individual action.Implement of project bidding boosts prosperity and development of China’s construction market, which saves investment and improves quality of project. However, it is not a long time since carry out project bidding in China. Domestic bidding business stays in primary stage, standardized operation in bidding process is still far from enough. So, it is strongly necessary to strengthen construction of standardized operation from many aspects.There are three main reasons which cause non-standardization in project bidding process. 1st: procedure and operation of related parties are not standardized. 2nd: existing relevant laws and regulations areunsound or implement is not strict, even worse to violate laws. 3rd. Viewing from technical aspect, the existing valuation policy and method need improving.To deal with these defective points, this article focuses on three aspects. For the first, it mainly discusses action of involved parties of bidding to set up relevant regulation, restriction by standardizing action of government, bidding agent/ organization and Construction Company. For the second, improve and perfect related policy and regulation. For the third, starting from existing comprehensive valuation method ofbidding to further improve scientific rationality of estimation method. This article mainly raises following countermeasures of standardization: further improve law of bidding and related regulations; improve traditional bidding methods to meets the situation of our country. Implement bidding without preset reference price, set up valuating model of bidding company and use thinking of unclear comprehensive valuation to valuate project.By analyzing some cases, we analyze the reason and representation of non-standardization in existing bidding actions and raise some countermeasures with maneuverability.
