Abstract


As the foundation and important supporting condition for development of life sciences, laboratory animal is named as "live precise instrument". Quality of laboratory animal directly affects quality of life science research. Careless omission and accident in laboratory animal quality management may lead to infection of animal experimenters or environmental pollution and public infection.Laboratory Animal Sciences in our China starts late. As a result of economic condition, management system and ideological concept etc. factors, socialization process is rather slow. Therefore, laboratory animal quality and experimental technology regularity are poor and have especially relaxed scientific and regulatory requirements on animal research results. This not only has a strong impact on development of laboratory animal subject but also can not adapt to demand of current rapidly developed life science. It has become a bottleneck of medical science, pharmacy and life science development.On the basis of reviewing relevant overseas laboratory animal quality management theories, this paper selected laboratory animal production unit and using unit in Guangdong Province, visited and surveyed management in laboratory animal production, transportation, use and laboratory animal feeding environment control etc. aspects, carried out analysis on laboratory animal quality management development practices in Guangdong Province and thought about how to carry out laboratory animal quality management better. Such research results have practical significance for further accelerating laboratory animal technological management and increasing laboratory animal quality.This paper carries on research and analysis on condition of laboratory animal quality management in Guangdong Province from the following four aspects: (1) Research on main contents and progress of laboratory animal quality management according to laboratory animal standardization condition and reveal the course and direction of laboratory animal quality management. (2)According to development history and existing difficulties of Laboratory Animal Sciences in Guangdong Province, study on problems need to be solved in laboratory animal quality management of our country, look for new methods and ideas. (3)Through analysis on vital function of laboratory animal in life science research, medical research, drug development and economic trade etc. fields and inevitable requirements for animal welfare development, research on the necessity and urgency for increasing laboratory animal quality management. (4) Find out key links from many factors and seriously propose to take realizing laboratory animal industrialization as a necessary countermeasure for increasing laboratory animal quality.Research results show that: Guangdong Province laboratory animal quality management has achieved initial success which is embodied in following aspects: (1) Legal system construction was further perfected. (2)Infrastructure construction of laboratory animal strengthened. (3) Laboratory animal information network construction increased laboratory animal technological management efficiency. (4)Guangdong Province Laboratory Animal Monitoring Institute played an effective role in laboratory animal quality management. However, there are still some problems in laboratory animal quality management of Guangdong Province: (1) Obsolete concept, low awareness, low legislative level, unsound management system and insufficient strong law enforcement. (2)Small and completed construction and repeated construction are too common seen and the socialization level is not high enough. (3)Microbiological self check ratio in laboratory animal feeding and using segments is comparatively low and the condition of failing to carry out national anti-epidemic measure standard during laboratory animal transportation are very common. (4) Lack of talented people and social recognition on laboratory animal industry was not ideal enough.According to theoretical analysis and practice research results, this paper gives some countermeasures and suggestions on perfecting laboratory animal quality management: (1) Intensify responsibility of government in laboratory animal quality management and strengthen standardized management of laboratory animal. (2)Strengthen propaganda, increase understanding level and further promote socialization of production supply. (3)Strengthen industrial self-discipline consciousness.According to development trend of laboratory animal and problems in Laboratory Animal Sciences field of our country, I suggest to adopt a scientific, economic and applicable development model, i.e. a comprehensive development model with government’s stipulation, trade coordination and market regulation integrated. It is an effective method for promoting fast enhancement of laboratory animal quality management level in our country under present condition.I advocate to insist on the principle of scientific outlook on development for management, sufficiently reflect forward looking and evoke huge potential for scientific and technological development, rapidly increase overall strengthen of science and technology and capacity for independent innovation, break the bottleneck restrictions on resources and conditions, expand new development region and space, recognize development trend on basis of learning advanced experience from developed countries, develop development strategy with practical conditions considered, establish reasonably structured laboratory animal research teams with proper scale and excellent quality and provide human resource guarantee to sustainable development of laboratory animal industry.
