Abstract


The Shaanxi, Gansu and Ningxia Border Area is the new China’s embryonic form, and its security work is regarded as the cradle of new China’s security work. At present, this organization hasn’t been researched from the Internet to the monograph and from the papers which have been already published, also only several articles have slightly involved. These massive materials are scattered and unsystematically, as a result this Border Area’s security work is unknown to most of people.In October 1935, after the Central Committee’s Long March being finished in North Shaanxi, taking the original National Politics Security Bureau’s cadres as the backbone, the Northwest Political Security Bureau was established in Zichang county of Wayaobao on November 5th. In September 1937, the Border Area Government was set up; Northwest Political Security Bureau changed its name as Shaanxi, Gansu and Ningxia Border Area Security Bureau officially in the meantime. It was born in this kind of extreme bad environment and grew in strength in danger unceasingly. It inherited the Chinese Central Soviet Areas’ fine traditions, and has carried out Party’s routes and policies creatively. This Bureau has accumulated rich experience in the work such as hoeing the treacherous, clearing the spy, security guard, reconnaissance, interrogation, guarding, public security management, cadre training and so on; in addition it has raised large quantities of outstanding policemen, politics and law cadres and able working staff for new China. The fine traditions and attitude of the public security work formed in the period of Yan’an is one of the most important constituents of Yan’an spirit, moreover it is the extremely precious spiritual treasure for the new time’s public security work and its troop’s construction.This article attempts to discuss from simple to complex, and combs this Border Area Security Bureau’s variation process from preliminary to high-level. This work can be regarded as the review to Chinese Judicature System, and it has practical significance to the construction of a socialism judicial country.
