Abstract


From the \The conclusion of research in the field, is designed to explore the \Private rights included many personal rights, property rights, the right to freedom of expression, freedom of association and the right to private rights involved in this paper mainly refers to the basis of property rights (property rights a) - ownership. This article briefly discusses the theoretical background of the Property Law, the focus from government action \Status and problems of the current domestic and international expansion of executive powers, together with the analysis and summary of the relevant case (Chongqing nail house incident and Hunan Jiahe Jiang demolition events), discussed after the introduction of the Property Law, the government action should be how to adapt. Specifically, this paper is divided into four parts: the first part: First, the concept associated with the property law include: a clear property rights, ownership, public interest, government actions, administrative rights, and then summarized government action boundary property law, as well as those related to the contents of the impact of government action. Part II: an overview of the trends of global government expansion of executive power on the basis of the overall situation, in particular, to analyze the current situation and the main problems of the current Chinese government administrative acts, and analyze the reasons for these problems. Part III: enumerate the \how to run through the conclusion of the government action. Part IV: analysis of the role of the government of the \and the balance between the protection of private rights \This paper attempts to explore the ways of government behavior adaptation from three aspects, these three aspects including: start from the idea of ??shaping the concept of rule of law and government behavior; second is to start from the action to improve the government's ability to act in accordance with the law; start from supervision so must follow the law, strengthen social supervision and control.
