Along with the military reform unceasingly thorough, our army officers to pay more attention to the problem of ability construction, but the current our army officer ability evaluation method is not perfect for informatization condition selection, configuration and assessment officer validity has produced certain effect, to a certain extent, improve the block our army officer ability quality progress. Therefore, under the condition of the informatization of the grass-roots army chief competency evaluation in order to improve our assessment and selection officer validity it is significant and necessary. This paper first analyzes the current grass-roots army chief responsibility characteristics and ability structure, and our current grassroots chief evaluation system deficiency and elaborates some possible solutions. This paper think that use the competency method construct basic chief competency model to add basic chief perfect evaluation system is feasible, and then through the empirical research demonstrates to the point of this article.
