The Party school,which is under the direct leadership of Party committee, is the place for training the Party’s cadre leaders and theory workers,and it is an important component of the Party committee.The Party school’s nature, described as "three battlefields,one smelting furnace",determines the Party school’s undertaking as an important component of the Party’s cause.As the "product" of the Party school,the quality of Party school students is closely related with the student management tasks,and it concerns the major issue of the Party cause’s vicissitudes.However,the training quality of Party school students is greatly affected by the existing problems of the Party school management,and many disputes about Party school student management exist in the publics,as a matter of fact,the student training and management problems has become an important issue that we have to study seriously.Under the guidance of cadre training and managing thoughts of our former and present Party leaders,the author summarized and used the training and managing experience of foreign civil servants as reference,then,based on the actual survey data and combined with the practices of Party school student management of himself,the author applied the lifelong education theory,human capital theory and learning society theory and the method of questionnaire, comparative analysis and monographic study to analyze the problems exist in the municipal level Party school student management as "the students do not interested in study,lack of motivation,do not have clear study objectives, Party spirit impurity,negative working style",and the author find out six aspects of influence factors for those problems as "the unhealthy trend of today’s society,the unsoundness of the system,the self-problems of the students,the lacking of pertinence and effectiveness in Party school education, the absent of related government functional departments and looseness in the Party school management",then,aiming at the problems and their causes, the author put forward five concepts and seven principles for the causes of municipal level Party school student management and seven concrete countermeasures as "educate and manage strictly","enhance the Party spirit training of the students","promote the pertinence and effectiveness level of education,launch self-management of the students,devote to class supervisor construction,build favorable student managing institutions,give full play to the government’s organizational departments,personnel departments,discipline inspection branches and supervision branches".A case analysis based on the student quantitative management in Party school of Zhuzhou Party committee was presented in the end of this thesis.
