Given the current computer technology, communications technology and network technology develop rapidly, and network applications are complicated and multiplex. So the network management is becoming more and more arduous. At the same time, enterprises require high network availability and high response.Although some network equipment manufacturers have developed the management system for their own products, they are far from satisfying the needs of the management of complex networks. In this paper, research and development based on NMS international standards, it is extremely significance and practical value.This Paper firstly introduce the basic knowledge of management of the network, then talk about the importance and necessity of NMS. The NMS are highly adaptable and scalable. It is developed by the industry popular JAVA technology. The usage of open-source framework SSH(Sturts+Spring+Hibernate) shorten the development cycle and reduce the development risks, and improve the quality of the NMS.The development of the system is in accordance with software model - waterfall model. At the fist of all,this Paper analysis NMS functional requirements, witch include configuration management, performance management and alarm management. Later, the Paper research the architecture NMS, the design of database , the directory structure. Finally, according the characteristics of different networks, the Paper lists different deployment programmes.The NMS has a good scalability, portability, deployment flexibility, adaptability. So it is able to meet the current needs of network management.
