Along with the application of the information network technology, now many government department, enterprise and public institution have set up the local area network and connected with internet straightway. In order to expert the fuction of network well and improve the office work disposal efficiency, it is crying for building the OA management systerm. This systerm adopts dynamic WEB structure technic, so it is maintenance-free for the client-side, strong flexibility, and applicable for the network environment of enterprise and public institution and government etc.OA conception has been advanced for a well long time, many enterprise and public institution have already set up the LAN. However, lots of the LAN doesn’t exert the due utility. The computers of many enterprise and public institution become typewriter, the document transfering still adopts the original way: print and send out, which will consume lots of paper and printer supplies, and also is difficult to manage the sheet file. For settling these problems, many companies or institutions set up expansive OA systerm. The limitation of these systerms lead to mint investment is discarded.Along with the continual development of the information technology and the icreasing maturation of internet, telecommuting becomes possible. After years of effort, this management platform perfectly combines brand-new work idea with advanced information tecnology, and avoids drawbacks of traditional OA. No matter where the staff are, they can use OA systerm to deal with kinds of document, report in time when there is web. Also it can radically get rid of sheet files, make the heavy paper work easily and efficient.The present article elaborates on the process of designing and carrying out of office automation system in universities and colleges based on J2EE base and B/S structure which is developed using JSP language. B/S (Browser/Server) structure which is the result of altering and innovating of the C/S structure is also called viewer and service structure. In this system the user interface is realized by WWW viewer with few routine logics realized by Browser and most of them by Server, thus the so called 3-tier structure is formed. In this way the TCO is lowered in two ways: the end users’ load capacity is greatly simplified and the cost of maintenance and updating of the system is sharply reduced. The development of B/S structure in local network and the application of data base through Internet/Intranet model are less difficult and costly. It is developed once and for all and will enable people to visit and operate the common data base from different locations and in different ways. B/S management software is more convenient, fast and efficient especially after the appearance of cross platform language like JAVA.The article elaborates on the process of designing and carrying out of the suitable OA system serving for our education systerm’s present states. The specific modules are summarized as follows:1. according to actual situation, save the basic information of public services directly under the bureau and their staff into the database, and make the staff with competence can inquire based on require.2. set up book collection sub-management module to examine and approve, send and receive, and consult the document online.3. set up civil service management subsysterm to achieve paperless office.4. set up individual operation management subsysterm to achieve individual routine OA, telecommuting, and to deal with kinds of document, report in time.5. set up systerm and subsysterm, give every institution and staff different competence, so that each institution can all-around manage itself.This systerm use Internet to achieve our OA management, icrease the efficiency and diaphaneity of department routine, and has brought convenience to all the staff.
