Abstract


Currently, investment in the mainland of Taiwan-funded enterprises reached 70,000, of which 98% are SMEs, Taiwan-funded SME SMEs in China is both an important part of both mainland SMEs with different characteristics, either From an economic point of view or from the people of Taiwan to do the work of a political perspective, concerns Taiwan-funded SME development are of great significance. This article first on SME policy research status at home and abroad were reviewed, Introduction of Western theories and SME policy research conditions, including cross-strait Chinese scholars on SME policy research, describes the different countries and regions on SMEs definition of principles, criteria for the classification of SMEs in China and Taiwan-funded adaptation criteria for the classification of SMEs, the SME's basic characteristics were analyzed, and the basic theory of government management of SMEs are reviewed. Article depth analysis of the problems facing SMEs Taiwan and causes of the problem, on the part of SME policy and SME policy in developed countries as well as Taiwan and Hong Kong to support some of the practices of SMEs in a comparative study, points out its platform for building owned SME support policy system reference, on this basis, to build and improve support for Taiwan-funded SME development policy system Recommendation: Taiwan-funded SME development to create a good institutional environment, including the development of improved support for Taiwan-funded primary and secondary corporate law; effectively transform government functions; implement more conducive to the development of Taiwan-funded SME grace various tax breaks and policies; from system design to create a multi-channel solution Taiwan SME financing; actively promote Taiwan-funded SMEs and the class collaboration between enterprises. To speed up the establishment of Taiwan-funded SME development-oriented social promotion system, including financial intermediation system, credit guarantee system to promote innovation system, information service system, training and coaching system, community mutual aid system, intermediary service system, marketing system and so on. The author believes that as policy formulation and implementation actors, the government should change the service concept, improve administrative efficiency, the actual work for the government and its departments exist some problems, mainly related to the relationship between Taiwan-funded investment environment for SMEs to make some specific recommendations for improvement.
