Abstract


Today's world of international competition is the competition of comprehensive national strength , high - tech competition is the focus of competition of comprehensive national strength . The development of high-tech industry is not only a purely technical problem , it is closely linked to the country's economic , social, cultural , and has its own law of the development , the need for government to actively update the government acts as the situation changes constantly adjust its support and guidance. The purpose of this study is to provide useful lessons for China's market economy system , the development of high-tech industry , government action in the field of high-tech industries . The paper is divided into four parts: The first part is a general analysis of the high-tech industry and its government action . The definition of high-tech , high-tech industries and high-tech industrialization , and the contents and characteristics of the management functions of government high-tech industries were analyzed . The second part is the high-tech industries of government action in the field of international comparison . Government action in the United States, China and Japan high-tech industry development process analysis , and summarizes several typical government behavior patterns and select the foundations and principles of government behavior patterns . The third part is a review of the historical development of China 's high-tech industry . The three stages of the development of China 's high-tech industry and has made great achievement, but the main misunderstanding of the Chinese government in the development of high - tech industries , such as light weight technology system , to overestimate the role of government direct control excessive . The fourth part is the functional analysis of government action in the field of high-tech industries in China .
