Abstract


Under the Socialist conditions where the private ownership, whichhad been restricting the realization of the ’real’ democracy in the Capitalistsociety, has been abolished, the realization of the Socialist democracy mustbe ensured by the political institutional arrangements.The relative independence of the political power and theaccompanying danger of degeneration of power justify the institutionalarrangements. This is the theoretical reason for restriction of the power.In the Socialist practice, the fOrmidable task, originated from theunderdevelopment, requires the centralization of the political power and itsdeep penetration into social, economical and cultural areas. Thecentralization brings the risk of dictatorship of the power and thepenetration makes the conditions for decay of the power. This is thepractical reason for restriction.The institutional, regular and fOrmal restriction is the most effectivemeasure to prevent these risks and to correct the errors coming from them.
