Abstract


The woodland has a dual legal resources and property attributes. Collective forest land as one of the types of land, shoulders the major task of the balance of ecological environment in rural areas and to protect the basic livelihood of the farmers. With the strategy of sustainable development and ecological concept is deeply rooted in the hearts of the people, the woodland gradually into equality, natural rights, life-support system, efficiency, social sharing, intergenerational fair values. While the woodland resource properties has been more socially valued our existing collective forest land property rights system has been difficult to adapt to the needs of social development. Reform and improve the system of collective forest land property rights become a pressing task.
