Abstract

The existence of financial risk, as an inevitable phenomenon in the course of financial functioning has relatively strong social diffusibility and causes tremendous harm. According to the current situations of economy and financial functioning, our country is not take place overall, systematic financial risks, but regional and partial financial risks has appeared in some places. Therefore, an important task the authorities of financial supervision are facing is how to keep away and solve the regional, partial financial risks in order to safeguard the regional financial security.Regional financial security indicates that according to reality and tendency of economic and financial development in certain economic areas, dominated by the financial supervision department at all levels, the various finance institutions as the implemental main body, take effective measures to prevent solve financial risks in the areas in accordance with laws and regulations. With the safe, high-effective and stable implement of financial system in the areas, the risk factors of finance can be under control and the regional economy can be developed fast and healthily. At the same time, the exterior environments of social credit, economic order, etc generally meet the needs of safe operation in financial institutions. The regional financial security should realize financial security of the whole based on the safe operation of a single financial institution, which should reach the following goals: First, rational distribution of financial institutions. Second, steady running in financial institutions. Third, sound mechanism for interior management of financial institutions. Fourth, comparatively stable financial order. Fifth, good relations in social credit. Last, high-effective and powerful financial supervision. Studying and promoting the regional financial security are very important to ensure safe, high-effective and stable operation of financial system in the region and to promote the sustained, high-speed and healthy development in economy.At present, it is still a very conspicuous problem that our regional finance isn’t safe in some aspects and areas, which are showed as: First, the credit assets of the financial institutions are in the low quality and the proportion of harmful loan is continually raising, which result in the difficulty in running. Second, the problems of risk are conspicuous in financial institutions in medium and small size because of the increasing pressure of payment. Third, administrative intervention is not in <WP=5>proper ways. Fourth, governments invest blindly; the interregional industrial construction tends to be worse, which makes the limited financial resources dispose in low-effective way and waste badly. Fifth, owing to the coexistence of policy business and commercial business, the commercial banks can not be operated as real financial enterprises. Sixth, the phenomena of " three disorders" aggravate unsafety of regional finance. Seventh, in the time of climacteric, the unbalance in financial market leads to the unbalance in construction of financial market, financial disorder and regional finance unsafety.The main reasons that accounts for the regional finance unsafety in our country are several: The first one is the factor of system. Our country now is changing the traditional system of planned economy into the system of market-oriented economy. Although the old system is being broken, its actions of inertia still work in some fields. The new system has not been built up, but it has brought and will bring important role into play. The complication makes the financial risk contain obviously systematic features. The second one is that there is a weak link in the constructing interior management system in the financial institutions; illegal running happened sometimes. The third one is that the financial supervising system is in the status of unhealthy and low-effective operation.
