Abstract


A task of crucial importance in developing our district education is to build up an army of high-quality teachers. In the world today, science and technology is developing rapidly. With the era of the knowledge economy, the competitions in the powers of countries tend to be more and more intense. The qualities of teachers are more emphasized in confrontation of the new challenge in constructing a faculty of high-level teachers. Therefore, it is of vital theoretical and practical importance to have profound knowledge of the present situation of teachers with clear thoughts of our educational reformation in both the development of education and the realization of its modernization in our district. This research paper consists of three parts. Part One is intended to analyze in detail the present situation of teachers in our district, especially their structures, abilities and qualities. Part Two probes into the chief problems in the teaching-staff construction in our district and the causes of these problems, which include the problems of the teachers?morality, those in the internal management system of schools, and those in the further education of teachers. The focus of this part is on the consequences upon the teaching-staff construction in our district which are brought about by the backwardness in the school internal management system, mainly on: 1. lack of competitive mechanism and effective excitation mechanism; 2. lack of scientific mechanism to check on and assess the teachers. Part Three researches on the strategies and refonns on the problems in the construction the teachers?faculty with the practice in our district. It includes: to enhance the sense of responsibility and urgency of constructing the high-qualified teaching faculty, to strengthen the development of the teachers?morality, to reform on the internal management system in schools, to carry out effective further education of the teachers, to set up the center of intellectual resources in Luohu District. It emphasizes on the reform of the internal management system, mainly dealing with: 1. to reform on the annual assessing system and carry out a developing assessing system; 2. to implement the project of elebrated teachers?and pave an active passage for developing teachers?specialization; 3. to transform the structure of the wage system and breaking the former system of qually paid regardless of the performance in work? 4. to adopt the system of the appointment of teachers and activate the mechanism of employment. The research develops from the current educational situations in Luohu District, discussing the practical problems in the teachers? construction, trying to clarify the ideology of the reforms and discovering the strategies of teachers?construction. It is hoped that this research may provide some valuable inspiration for the construction of the teachers?faculty in Luohu District.
