Abstract


With the background pf china’s transitional economy transferred from planning economy system to market economy system, The debt relationship of Chinese state-owned commercial banks and enterprises is becoming deteriorating, resulting in enterprises’ and great quantity Non-performing loins in financial system. This paper makes an accurate description and deep research on financial institutional structure, method and path of institution change and draws a thorough analysis to design for the normal debt relationship between state-owned commercial banks and enterprises.The paper consists of six chapters. It is as follows:Capterl Introduction. In this part, the problem situation, purpose, logic and method and the need of study are introduced.Capter2 Study on the in~itutionaI cause of existing debt relationship between the state-owned commercial blanks enterprises. It is china government direct control finance that led two enterprises’ debt overhang and the Non-performing loans in financial system.Capter3 Outline the research and resolution about the between banks and enterprises overseas. It also demonstrates the limitation on this topic.Capter4 Resolution of the deposited debt. Finance recaptalition will play’ an important role. Capter5 Prevention of the increment debt. Six measures are examined in details here:Jjto readjust government function(~)to reduce the scale of state-owned banks and enterprises.~to innovate property right system of state-owned commercial banks. ~)to develop capital market.~Dto perfect policy finance.(~)to strengthen exterior competitiveness.
