Abstract

Control involves the relationship between the government and the market is an important means for the Government to control the behavior of the market. The new public management movement practice worldwide deregulation trend relying on national government results in the contraction of the economy on the basis of a review of the traditional administrative system functions. Institutional arrangements are subject to a country's institutional environment. Different system of the state of the environment has led to different countries to choose the mode of control, and therefore achieved varying degrees of reform. Competition and regulation is a contradiction, deregulation original intention is to allow the growth of competition mechanism, however, maintaining competition in the telecommunications industry, and in-depth but without government control. The political economics analytical framework, a system for comparing methods and empirical research methods and the use of the new institutional economics, regulatory economics and contract economics theory of the worldwide telecommunications regulation and competition issues made more depth and comprehensive analysis and thinking. The text is divided into four parts: the first part is to provide theoretical support for the analysis of the full text. Network externalities, vertical integration and cost times can be added such as technical and economic characteristics of the telecommunications industry has to make it as a natural monopoly industry be regulated. Telecommunications industry from strict regulation to deregulation of the course, reflects the development of regulatory economics on control issues. Although deregulation efforts in continuously strengthened, but the development of the control to maintain competition remains indispensable. Part III focuses on analysis of China's telecommunications regulatory issues before the establishment of the Ministry of Information Industry. The fourth part of the concern about the competitiveness of China's telecom industry will be open to foreign nurture problem. The key to solve the problem is still depending on the position of the regulatory agencies. Deregulation, the introduction of private capital is a good way to deepen the telecommunications competition, and the establishment of a new universal service mechanism is also important issues of the Chinese telecom market competition can not be avoided.
