Telecommunication service innovation refers to the concept of applying the technological innovation in telecom enterprise, especially in the telecommunication enterprise aim to user communication requirements, grasping the external technical conditions, re-organizing the enterprise resources (including funding, equipment, personnel and so on), re-arranging the communication service form and offer process, thereby producing new type of communication service, new form of communications services to achieve or improve existing communication service efficiency, which improve service quality, and reduce service cost, give a substantial basement to the new markets, original market share expansion and so on, the ultimate goal is to get more commercial interests.This article is intended to analyze how important to improve terminal services to accelerate achieving company strategy, and how to tackle the contradiction between the requirement of terminal service quality and compressing company resources, and the necessary of terminal service innovation.According to the management problem of Gansu Unicom in poor service attitude, low efficiency, and simple service form, it is urgent to make great efforts to improve the service functions, service innovation, to improve service process and innovation measures. The method is by data access and IP flow rate network monitor, to optimize customer service process and reorganize maintenance structure, re-engineering the process of work task sheet and resource management system, Furthermore to improve company core competency advantage completely.
