Abstract


In 2008, China Customs Purposed to establish the Strategy of Control System, demanded that Guided on the Scientific Outlook on Development, Based on the Risk Management,Moded on the Consolidated Control, focus to raise the Marco-function,to establish a Manage System of Customs Supervison that fits the New Times,which is much more sientific and logistic on segregation of Duties,much more clear on Duty,much more efficient on work rates.The Control System of Customs is a structural design to solve the porblems which have been found since the Modern Customs System came into the critical period.China Customs has purprosed the structure of Supervion System,revised each department’s function.But, the Maritime Custioms Administration has not yet been came to a decision of the structure of Supervion System of the 41 directly Custioms Institution, accroding to the different developmental level, different instituion setting,different human resources,etc.The paper put forward execute solutions to mechanism of Customs,based on studying the experiences of construction of building modern system of customs widely, through analysing the principal contradictions and key problems that restricted the construction of building the Control System of Custioms.Includes, take the risk management as the idea, use the holistic governance theory, to strengthen the mode construcion of comprehensive Control; take the classification processes as the main principle to strengthen the work flow of control processes, enforcing the duties of Control and administration become more clear;focus on substantially rasing the power of execution to make coordinal and high-efficiency customs mechanism become true.
