Abstract


\relief theoretical study provide a good opportunity and platform . Administrative assistance for a particular purpose is to help citizens in the \Administrative organs in aid of civil practice act, adopting a regulation , a command. \Administrative services under the concept of modern administrative assistance, pay more attention to the protection of civil rights and the exercise of powers mildness . China has not yet have a unified , comprehensive administrative Relief Act , the provisions of the relevant administrative assistance scattered in the relevant laws , regulations and normative documents , the market economy system , the transformation of government functions , the protection of the rights of citizens increasingly important to build unified, comprehensive administrative assistance system is imminent. The author attempts to build our administrative relief system to explore , analyze the general theory of administrative assistance , administrative assistance in transition as well as the idea of ??the construction of administrative relief mechanism .
