Study on water-saving reform integrated benefit evaluation of water saving reform is very necessary for recognizing the importance of water saving reform, found the existing problems and guide the irrigation development assessment. At present, there are a few research results about quantitative evaluation of integrated benefit from social, economic, technology, ecologic environment at home and abroad. Therefore, it has very important theoretical value and practical significance to production.On the basis of referred to a great deal of literature and information and using the technical route combined with theoretic study, investigation analysis, data statistics,model simulation and application of real example, this paper come from the practice in irrigation districts of Gansu Province.Analyzed the main problems existing in the irrigation area, water-saving irrigation area was studied with center for rehabilitation and water saving reform of the important significance of large irrigation districts in Gansu Province, combined with rehabilitation and water saving reform projects in progress, using fuzzy comprehensive evaluation method, according to irrigation works system characteristics. In the first,, set up a large-scale rebuilding and water-saving integrated benefit evaluation index system; Index system from social, resource, economy, technology, environment, technology promotion of six major categories of indicators system in the 38 index to comprise; Second, there are 38 indexes were selected, combined with the Gansu reconstruction for large irrigation area, got 11 evaluation indexes, formed a comprehensive evaluation model; Finally, through fuzzy calculation are obtained comprehensive evaluation 0.25 of 1999year and 0.51 of 2010 year, explain the water-saving irrigation benefit after comprehensive index rising to two levels, namely from low benefit increased as good benefit, but also on item index were evaluated, and based on the evaluation results of large irrigation districts in Gansu province can develop continuously offered a proposal.
