Abstract

Since 2000, China began implementing the western development strategy, the western development has made important progress gradually towards regional economic coordinated development. As the infrastructure has been seriously lagging behind the bottleneck restricting the development of western economy, therefore, the western development infrastructure must be first. A regional economic development and infrastructure conditions are inseparable, traditional infrastructure projects are invested directly by government departments, but because of the urgent need for economic development in the western, relying solely on the government's investment can not meet the requirements. In order to adapt to economic globalization and the development needs of China's economic reform, China's gradual shift from direct government investment in infrastructure mode freed and replaced by investment and financing reform, so that gradually diversified investment and financing channels and marketization. Infrastructure investment in the past taken by foreign direct investment, international financial institutions and foreign government loans and the issuance of bonds, etc. China's economic development had played a big role, but at the same time increasing the nation's debt, interest rates, exchange rate risk plus large. Therefore, people are constantly looking to reduce the burden of the new fiscal and debt financing, while the BOT to possess due to their own characteristics, and gradually become a national attract private capital for infrastructure development an important way. This paper is divided into four chapters: The first chapter describes the basic content of BOT financing. Firstly, on the BOT to the meaning, origin, basic structure and operational procedures are described, and then the theoretical basis of BOT financing, characteristics, effects and BOT to several key issues discussed. The second chapter describes the analysis of the BOT to use the situation at home and abroad. This paper introduces the BOT to use in the case of developed and developing countries, and the BOT financing in both developed and developing countries in the use of a comparative analysis of the situation, while foreign and domestic BOT to use the situation in our country were introduced. The third chapter proposes BOT to speed up infrastructure construction in western China an important mode of financing. The paper first to the west of infrastructure development, infrastructure construction in the western development strategic position were discussed, then the western infrastructure investment and financing situation and caused the western infrastructure investment and financing insufficient reasons were analyzed, and finally discusses the BOT to accelerate the development of infrastructure for the important role. Meanwhile, the author introduces the first western foreign BOT infrastructure projects in a plant in Chengdu No.6 Water Plant B BOT project as this case, the operation of BOT projects in Chengdu process is analyzed in detail, and Chengdu BOT project experience gained and lessons learned are summarized. Chapter IV discusses the use of BOT to accelerate the development of infrastructure of some policy recommendations. I believe that in order to ensure BOT project's success, China should further improve the relevant laws and regulations, improve the investment environment, strengthen the government's support for the project, standardize BOT financing operations and in promoting foreign BOT while actively promoting domestic BOT basis in the west use . In short, from the fundamental solution to the Western Development serious shortage of infrastructure funding problems, the infrastructure market operation, the use of social capital investment in infrastructure BOT financing is a very effective way, because they has features and important role, BOT financing infrastructure development in our country in the western bound to have a more broad prospects for development, will on China's implementation of the western development strategy, make a significant contribution.
