Abstract


Starting from the changes of the development concept and giving a deep general introduction about the international community generally accepted theory of sustainable development. The sustainable development theory provided a direction for development of forest tenure in China and provided a theoretical support for the sustainable development of forestry. based on the sustainable development theory, property rights theory, institutional change theory, gone deep into explore the theory meaning of forest right system and revealed the nature origin of forest tenure arrangements .These will rich the forest right system theory in China.Sustainable forestry development plays an important part in China’s economic and social sustainable development strategy. The practice and theory show that reasonable arrangements forest tenure for sustainable development of forestry plays a key and central role. A correct view to forest right system of the various historical stages have a good reference for the current forest tenure arrangements, because any policy, regulation is not unexpected, it has policy continuity and succession, the forest right system is not Exception. Recalling the history of changes in forest tenure, forest tenure is not difficult to find that the changes are intended to protect or realize its economic value better and meet the demands of stakeholders, which ignore the other benefits of forestry. We found that there are some misunderstandings at some stage of the forest right system in the society. General believe that the forest "three" goes against the original intention of forest tenure reform .It has not completed and made a negative policy consequence. The forest "three "as the focus of forest tenure reform has an objective and impartial assessment to identify the various stages of forest tenure reform and find some sustainability and irrationality. The forest tenure reform through the tortuous development finally found the correct path. Conclusion is drawn: First, changes in forest tenure should adapt to the social development, and constantly adapt to new changes in social development. Second, the forest“three”plays a very important position in the history forest right system, this is undoubtedly. After the forest“three”has finally completed successfully, however, it has not adapted to the social development and the special forest condition so as to the contradiction between policy and the forest management. Those factors lead to the result that people has not identified and understanding it. The forest“three”gives us any enlightenment that we should draw experience and setback. Third, the correct view of the forest right system to the difficulties and failures, the production of any system is not easy, with a variety of factors, the forest tenure reform will surely grow along with the twists and turns, we should address the issue, and brave to solve these problems, rather than denying it, look like the forest "three" the same.In the basis of the above conclusion, we summed up the achievements of reform and made little suggestions, forest tenure reform has still a long way though, may encounter many setbacks, but the forest tenure reform continued to deepen, forestry construction of sustainable development will fruition, we are full of hope and full of confidence to the forest tenure reform.
