Abstract

The culture system reform is a major event of the socialist cultural construction. Deepening the culture system reform is an important part of the realization development of economic, political, cultural and social. Currently, the culture system reform of our country is facing diverse opportunities. The CPC Central Committee and State Council issued a "deepening of cultural system reform on a number of views" early in 2006. It clearly advanced that "Speeding up structural adjustment in the field of culture, it is necessary and reasonable allocation of cultural resources, the stock moving, incremental optimization, solving the problem such as the imbalance in the structure of state-owned cultural assets, cost-effective, a waste of idle issues, scientific planning and allocation of public cultural resources, press and radio and television resources. This is the most authoritative views on the structural adjustment of state-owned culture assets. And it is also a new problem of cultural and state-owned assets management. Speed up the structural adjustment of state-owned culture assets, and to solve the problem such as the structure from a planned to market structure, planning and management of public culture and business culture, operating out of the area in order to strengthen public cultural undertakings and cultural industries, and other operational issues, which is of great significance to provide a solid support on the reform of cultural system. The paper takes the theoretical analysis basis by the theory of assets ownership system,the theory of public fiscal,and government capturetheory. First of all, it expounds the need for the structural adjustment of state-owned culture assets through the facets like divarication in the reform of culture system, culture supply and demand, political factors, challenges brought by emerging cultural industries, etc. Next, it takes the study of the structurl adjustment of state-owned culture assets under the reform of culture system in shaoxing and analyzes the status of the structural adjustment of state-owned culture assets, there are still some problems such as weakly placement of ownership, monopolized control of industry, dispersed layout, and nonmarket allocation of assets. The paper gives the measures of the adjustment of state-owned cultural assets on the basis of in-depth analysis of the problems and the causes. According to the schedule of reform of the culture system and the overall environment, we should formulate corresponding measures, considering the factors having impact on the adjustment of state-owned cultural assets. From the perspective of the government, it is necessary to establish the right role in the adjustment of state-owned cultural assets, continue to push the reform of macro-management and change the functions of the governmental cultural management. From the perspective of the market, we should actively cultivate the micro-participants in cultural market, and try to build diversified investment and financing system by fully mobilizing social forces. From the perspective of the enterprises, we should encourage institutional innovation and try to transform the mechanism to be market-oriented.
