Abstract


The reform of rural taxes like a double-edged sword , at the same time reduce the burden on peasants , but also caused a reduction of township financial . In this paper, both from the political and social factors analysis the township financially troubled , and gives a solution ideas . In this paper consists of three parts : The first part outlines the performance of the township financial difficulties . The second part is the analysis of the township financially troubled reasons . Political roots in the local financial system is not perfect . 1994 tax-sharing reform established grading financial system defects mainly in: ( a ) the allocation of financial resources in the central and local governments and financial resources are layers of concentrated up , the township finance decrease in disposable financial resources . ( B ) the local levels of government did not establish the reasonable powers expenditure pattern of powers spending too much responsibility precipitation at the grass-roots financial . ( C ) below the provincial transfer payment system is not perfect , inadequate financial equalization , leading to widening wealth gap , inter-regional operation of the rural grass-roots financial difficulties . From social factors analysis of urban-rural dual economic structure on the township finance . The duality of urban and rural industrialization , the employment structure duality and duality of the market system is difficult social roots of the township finance operation . The third part of the existing problems , the corresponding solutions . First, improve the tax sharing system , regulating the financial relations of distribution , distribution of financial resources to lower levels of financial moderately sloping ; range of reasonable division of powers between levels of government spending , optimize the township fiscal expenditure structure ; improve the transfer of the central and provincial finances on township finance payment system , increase efforts equalization transfers ; transformation of urban-rural dual economic structure , accelerate the process of industrialization of agriculture and rural urbanization , urban and rural development .
