Abstract


This study investigated the relationship of the transfer of rural labor in China and the institutional , policy and economic and social development , and recalled the transfer of rural labor history before and after the reform and opening up , the background of China 's rural labor force transfer , influencing factors and at this stage the transfer characteristics , evaluated certain key aspects of China 's economic and social development of China 's rural labor force transfer . Policy proposals and measures . This study reviews from the macro abroad on the dual economy under the conditions of the rural labor force transfer theory , then described from the micro to the market-oriented reforms in the dual economic structure of society , labor wage rate differences under the guidance of the free flow included in the effect of changes in welfare . Derived theoretically rural labor force shifted outwards is the best choice for economic and social development and inevitable phenomenon ; then proceed from the actual situation in China , and summarizes the historical process of China 's economic reform and opening up before and after the transfer of rural labor , from before the reform and opening up in the plan the economic policies of repression of labor almost no flow development after the reform and opening up the gradual formation of the mechanism of the free movement of labor and the continuous expansion of the current scale and scope ; then empirical analysis of China 's rural labor force transfer of national economic growth and narrow the income gap contribution , certainly our country for the past 20 years, an active role in the transfer of rural labor , concluded the transfer status and characteristics of China 's rural labor force at this stage , and made ??a number of policy measures and constructive solutions for these . The conclusions of this study will help our government provides the policy basis for the development of a major strategic development planning from the lessons learned and the future development of government decision-making is not whether to allow the free movement of labor in rural areas , but how to increase rural the scale and speed of labor mobility , both fast a lot of transfer from agriculture , and an orderly transfer order can be formed under the guidance of the Government of the rural labor force , the government how to provide a good environment for the expansion of the labor force in rural areas by means of macroeconomic control , maximize the use of labor resources to achieve sustained economic growth targets . This is a major strategic issues bearing on the overall situation .
