Dalian is one of the traditional industry bases in China, which traditional industries such as: machine, chemical, metallurgy, shipbuilding industries, play a dominant role. But those industries mostly built up during 50’s and 70’s, which with low level of technology and old equipments, the produce craftwork and management are far behind the request of modern production. So, we should reconstruct traditional industry by developing high-tech to achieve new advantage, on the other hand, we should seek new economic growing point to break a new developing area to achieve the sustainable development of Dalian.Software industry is a newly arisen industry with rapid growth. As the core of the information industry, software industry has the characters of high penetrability, high value subjoin ability, high benefit ability. It also penetrate the first, second and third industries broadly, and becomes the important base and support of reconstructing traditional industry, the drive of the economy structure adjustment, the update of the conducts structure. It is the drive power of other high-tech industries at the same time. The development of software industry is the new chance to achieve regional economy growth, and it is also the strategic choice to meet the request of northeast area in China.So, how does software industry affect the industry structure and economy development of Dalian? By far, the comprehensive research of this area is lacking. This paper will try to make a comprehensive and demonstration research of Dalian software industry mainly base on the regional economy, urban economy and industry economy theories, through the ways of data collection, analysis, contrast etc, try to discover the actuality, rule and the existing problems of Dalian software industry. At the same time, the paper will use the successful experiences of other countries for reference to get the advice of improvement.Based on the data of Dalian software industry through the recent 5 years, the author draws the conclusion of follows: from 1999 to 2003, Dalian software industryhas kept a rapid growing speed, the total amount kept ring, which kept contributing to the urban GDP. But, the scale of Dalian software industry is far behind the software developed area domestic and overseas. The export of Dalian software industry also kept rapid growth in both growth speed and total amount just as the sell income. The export to Japan is a distinct character of Dalian software industry. We should continue exerting the potential advantage of this aspect. The pull-effect of Dalian software industry to the urban employment is not obvious. The elasticity of software industry increase increment to employment increment is negative until 2003. From the view of industry structure reconstruct, since Dalian software industry has not reach the enough categories and scale by far, its ability of reconstruct is limited. From now on, Dalian software industry should reinforce the spread and exploiture of applied software and built-in software. From the view of the ability of innovation, Dalian software industry put up the characters of strong expoiture ability, high-educated employee and rapid income growth of science activities, etc. The government has established many policies and statutes to support the development of software industry, but there still remain some problems need to be solved in the future.In conclusion, after several years’ development, Dalian software industry gradually becomes mature, and the author believes that with efficient instruct and support, its ability of reconstructing industry structure, upgrading the quality of economy circulate and reinforcing the economy strength will get more effective.
