Abstract


The rapid development of "new regionalism" in the last decade has been described as a response to the tortuous road of WTO Doha Round and multilateral trade liberalization limping process. Countries have to.turn their attention to participate in regional trade agreements, and the number of global regional trade agreements is increasing. Based on the analysis of regional trade agreements with the development of its legal status, on this basis, this article focuses on the relationship of the conflict and harmony between Regional Trade and the Multilateral Trade System and the strategies our country should adopt in addition,.The conflict between regional trade agreements and multilateral trade system is mainly embodied in weakening the multilaterality of multilateral trade system, and it impacts most core principle of the WTO-the aoumost-favored-nation treatment greatly. With the regional trade agreements are increasing, multiple FTA produce overlaps and the complexity of the rules of origin further is intensified Further more, it makes the effect of trade liberalization is not fully revealed.Finally, regional trade agreements and the multilateral trading system WTO dispute settlement mechanism exists a conflict, and pose a great challenge to the legal system of the WTO multilateral trade system, regional trade agreements bring about attention transfer from members of the multilateral trading system therefore, make multilateral trading system is stagnant.According to WTO multilateral trading system and regional trade agreement exists many aspects of the conflict,as the developing country of WTO, China should actively seek conflict coordination way and actively participate in regional trade agreements, so as to improve Chinese foreign trade environment; Secondly, through improving the domestic legislations, we will perfect the relevant legislation of regional trade agreements, use the multilateral trading system and regional trade agreements these two resources to promote the development of Chinese foreign economic trade. The last but not least, we should avail the provisions of Enable Clause "and the related items.
