By the early 21th century , studies about engineering philosophy are just erecting, which give rise to wide concentrations of scholars from different nations. Concerns and supports about engineering philosophy are intensively meaningful. “What is engineering?”is a quest for resolution, above all. Which is the basic and the origin of the theory on engineering philosophy . This article fingers to advanced fields about engineering philosophy in this new century ,depending on the latest achievements of inner research or abroad, the paper definites the concept of engineering, and completes deep and systematic research of characteristics and laws. Finally, thinking about relations between philosophy and engineering from the spectrum of philosophy is propagated . First, the paper definites the concept of engineering. The paper argues individual engineering implication from semantics and three-units points of view. What does engineering popularly means in the western unions or in China ?In my view , engineering is a sort of behavior about making artificial products .It may be divided into limited engineering and broad engineering .By contrast ,limited engineering in narrow sense is visible behavior of natural world ,and broad engineering in broad sense is invisible and visible behavior of nature, society and idea world . Secondly, the paper bases engineering and society the start by the means of mutual inter-action. The article resorts mainly to the latest results abroad, taking “engineering”as the core concept, and study the engineering and its background. Both the essential feature of engineering in the process of internal study and basic laws of engineering activities in the process of external one are so deeply explored to research characteristics and laws. In detail, in the “character”part, engineering is granted as means of being and natural character of human, engineering is directly restricted by the conditions of society, politics, economy and culture. In result, every one of above facets is realized on construction of engineering. So, features of engineering are divided totally into four ones as in science, in economy, in humanism and in ecology. Realization of every engineering relies on science as basis, on incarnation of some science theory. in particular, sophisticated technology and techniques are so more widely used . Economy feature of engineering takes action in all the whole process. The processes of engineering activity are summarized as design ,decision-making, operation , management and etc .Engineering is not only based on science and technology, but also embedded deeply in culture ,and converged into a united one along chronicle. Besides the science feature ,culture feature and human feature come into effect on social development .In the 21th century, man is beginning to pay attention to ecological questions .It is vital to coordinate the relations of man and nature ,man and man ,and to keep balance of ecology, and the whole progress of human-being .In the 21th century, engineering is ecological engineering ,and it is advancing towards “green way ”On the “sustainable development ”way. In the “law”part, since engineering activities adhere to the fixed regularities and principles, individually the basic features of engineering activities are discussed from the holism of engineering-thinking , generalization of engineering-design, development of engineeing-implement and systematization of engineering-evaluation points of view.
