Abstract


The development of small&medium enterprises(SMEs) is always under discussion.In the age of the knowledge-based economy and information economy, SMEs faced to the new development opportunity. Accompanying with the development of the " the third Italy" industrial clusters, and the success of the high-tech industrial clusters arising from the upper period in 20th centuries, cluster hot is rised in the worldwide scope,The SMEs is also entangled in it.This paper is exactly based on this realistic condition, further putting forward the point that the development of SMEs’ technological innovation also relies on the industrial cluster.The controversy of advantage between SMEs and big enterprises is continuing.This paper start from the general enterprise’s innovative factors, analyse the clustering innovation advantage from the view of external scale economy and external scope economy. Then draw a conclusion that based on the industrial cluster, the SEMs can break through the restricted factors in non-cluster condition. SMEs take the road to cluster is selective and wise . the paper then research the clustering innovation characteristic, including the clustering entrepreneurs’ appearance and growth, innovative culture’s regional integrative, the attractive and conglomerative character for government policy and the diffusion character of industrial cluster. Then make a demonstration on the diffusion effect of Shaoxing weave industrial cluster, at last induce and make a comparasion the characteristic between the condition under cluster and non-cluster.In the end , the article select the Zhejiang Huangyan mould industrial cluster as the objective. Make a overall study on its technologiacal innovation from the aspect of behavior of entrepreneur,innovative culture,local government policy and the attainment of innovative resources. Analyse the clustering advantage and conclude the shortage of innovation in Huangyan mould industrial cluster , then put forward some correlative suggestion and countermeasurement
