Abstract

After the Third Plenary Session of the Eleventh Central Committee of the Party in 1978, China began a profound reform of the economic system, to now, the country's economic system has basically shifted from a planned economy to the market economy system, and gradually adjust and perfect the stage . The reform of state-owned enterprises is the central link in establishing a market economy, the state-owned enterprise reform goal is the establishment of a modern enterprise system, the key to establishing a modern enterprise system is an effective corporate governance. Governance environment of China's state-owned enterprises, is placed under the socialist political system. This is a basic study of corporate governance of state-owned enterprises, environmental factors can not be ignored. The economic base determines the superstructure and economic base, the superstructure must adapt to the basic principles of Marxist materialism. Socialism in the process achieve integration with the market economy, on the one hand, to take advantage of the high efficiency of the market allocation of resources and the rapid economic development side, on the other hand to overcome the shortcomings of the market economy, the establishment of the market economy, socialist justice the principles of democracy, freedom, and common prosperity. The essence of the socialist market economy is a market economy of the people, not the bureaucratic economy and command economy, but the people of the real masters of the economy in the form, the masses of the people to participate in market economic activities to create wealth and achieve common prosperity of the economic system. Sixteenth Party Central Committee clearly stated goal is to build a socialist harmonious society \State-owned enterprises focus on what the goals of the party and national governance. Consequently, we are trying to solve the deep-seated problems of state-owned enterprises, and in trying to build an effective corporate governance structure of state-owned enterprises, our political system must be included in the scope of the inspection. Period of great change in the transition from a planned system to a market economy, the Chinese Communist Party leadership and the organization of the state and society, has a very important significance. From the party proposed the establishment of a socialist harmonious society \. This economic system environment to determine China's state-owned enterprises in the building with suitable corporate governance structure to take into account the characteristics of the market economy, but also to consider the unique requirements of the socialist system, to advance with the times, so we propose that embedded in party building the corporate governance structure of the building in the central state-owned enterprises, particularly in relation to the national economy and enterprise. An important prerequisite for the party building embedded in the corporate governance structure of the Company is consistent with the overall objective of the party building in the overall goal of working in the corporate and enterprise development.
