Abstract


This paper focuses on the land requisition compensation and benefits divided expand , combined with Beijing 's actual case studies to explore the problems that exist in the the Beijing land requisition compensation and its land interests divided . First analysis of the status quo on the Beijing land acquisition compensation and there are several important issues , and then combined with case studies the Beijing land acquisition compensation process the land revenue split between the parties stakeholder relations as well as the benefits division , on this basis, try institutionally to seek a breakthrough in the reform of the land acquisition , and analysis of the possibility of the Beijing land acquisition system reform , the potential reform space , and the direction of reform and policy measures , the main conclusions are as follows : first, the land of farmers are entitled to compensation , often housing compensation and collective disposal of assets allocated a larger proportion , in addition, farmers only get a few years discounted gross compensation equivalent to the average annual value of agricultural production by the levy of agricultural land , and no income from land appreciation split into more benefits . Second , the land acquisition compensation standard is too low , making compensation for landless farmers can only maintain short-term needs of life , can not get enough start-up capital , the future development of greater uncertainty . Third , in addition to outer suburbs local government land development levy covers an area of ??type , the outskirts of urban construction land acquisition , greenbelt levy covers an area , Development Zone levy covers an area of ??three types of levy area of ??land acquisition was landless farmers continued income reduced. Fourth , in the process of land acquisition and compensation , landless farmers and the collective bargaining power of the lower part of the village collective leadership \Fifth, the Government through the land acquisition firmly in control of the land acquisition rights and land acquisition pricing from split most of the remaining space in the farmers ' collective interests .
