At present, China’s real estate is continuously booming, which led housing price to keep rising. Even the high housing price has come forth in many areas. Such as shanghai housing price has exceeded $100,000 per square meters. With the existing living standards of our urban residents, there are a large part of the residents cannot afford to buy the house. If their housing rights can not be effectively warranted, then it will cause a variety of social problems, such as the increasing homeless, the rising crime rate etc. But the emergence of these problems has a great relationship with our housing security with many defeats. Many scholars hold that these defects mainly lie in nonstandard demolition, dispute compensation, and the conflicts about law. The author holds that the housing problems are not only the nonstandard and the conflict about law, but also the housing system itself. Therefore, if we want to solve the serious imbalance between supply and demand at present, we have to perfect the legal system with some relative regulations from the perspective of law in order to implement the true housing ownership.Our country built a variety of housing system in accordance with different income people, established a housing fund system, and also carried out the affordable housing as well as low-rent housing policy. But with reform of housing system, implementation of these policies above and the addressing of the housing problems about the low-income groups has felled in trouble.The thesis attempts to analysis this housing problem about the low income people from many perspectives. Combing with many research results and references, the thesis make a detailed analysis of the housing security with many defeats and look forward to solve it from the perspective of law. Taking lessons from other countries and our practical housing situation into consideration, it has carried out the housing system to perfect related housing security system.
