Abstract


National security is the most basic guarantee for the survival and development of a sovereign state , the focus of attention by the international political security issues academia . Increased with the burst of the Cold War peace - end as well as the development of globalization and global issues , international political research areas is also a big change : in the security research increasingly hard-pressed to explain the new realism neo-liberalism , is facing a strong challenge of constructivism . In this paper, the theory of constructivism analysis tools do not deny the importance of traditional security premise , played down the boundaries of the national security and international security , to explore from the establishment of common international ethics , to establish the link between ethics and security , the international ethical concern shifted from the national security concept based up the new security concept of people-centered , and optimization of the living conditions for the maximum value of the demands , so that in the end the feasibility of the establishment of the security community roads . After effects of analysis , the end of this article concluded , such a method to establish security community is entirely possible , and apply the method in non-traditional security analysis .
