China’s urban management and law enforcement system is the product of administrative reform in recent years, which is based on "Administrative Punishment Law" and the State Department documents related to the content, the relative concentration of the typical exercise of administrative punishment reflected. It features some of the administrative powers concentrated in one institution to exercise, in order to eliminate duplicate law enforcement, law enforcement and repeated cross-law enforcement and other defects.In the process of reform, urban management and law enforcement in China has gradually established a new system. But at the same time, social economy is in a stage of rapid development, urban management, the situation has become even more complex, the requirements of urban management are increasingly high. But in the current enforcement system of urban management, urban management and law enforcement’s main qualifications were questioned, authority is unclear, and because the concept of urban management and poor management of law enforcement, city management uneven quality, free breach of statutory enforcement procedures, law enforcement and the brute way, so that the phenomenon of frequent violence of law enforcement, and urban management and law enforcement supervision mechanism is not sound operational mechanisms such as the problem exists not ring true, making today’s urban management and law enforcement faced with numerous difficulties.This article describes the establishment of the Shanghai Urban Management and functions of law enforcement agencies, the scope of law enforcement based on the statutory procedures, by analyzing the status of urban management and law enforcement, law enforcement has been made in the effectiveness and shortcomings, proposes ways to improve urban management and law enforcement:to clearly define range of urban management functions of law enforcement agencies and statutory procedures, improve laws and regulations, improve the urban law enforcement supervision system, streamline the overall operation of urban management system, strictly regulate-law enforcement behavior, changes in law enforcement philosophy, urban management and law enforcement personnel into the civil service, improve the quality of law enforcement officials to strengthen urban management and law enforcement ranks. To combine the characteristics of urban development in Shanghai, to law enforcement activities on urban management and legal regulation, while ensuring the legitimate rights of citizens, and also allows city inspectors to form a virtuous cycle, the establishment of a scientific city inspectors operating mechanism, create a clean, sanitary and orderly social environment, and promote harmonious development of society.
