Abstract

The luxury office building is a question that gets attention fully all the time, is called "Chinese luxury". For local government the luxury office building, the central government’ bans and special treatments isn’t satisfactory.The reason of the luxury office building’s construction is varied. But now a top-down governance mode can’t prevent the local government from building the luxury office building effectively. The universality and perniciousness of the luxury office building phenomenon is the reality needs of the related theoretical research.This paper reveals the phenomenon of the luxury office building and explain the long-standing reason and the damage firstly. Then focus on the American and the Germany which own the advanced economy and contracted Work place, combining the two countries public assets management mode, analyze the way of two countries effectively regulate the government office building. In the constitutional view, the author try to take a new look at the runaway construction of the Local Government Work place and point out the reason. The reason is the lack of National People’s Congress financial supervision. After that, this paper try to study from the office building legalization and strengthen financial supervision Perspective,so as to get the effective way of managing the local government office building construction.
