Abstract

Fire safety is an important part of the public security system and urban management. It is a social management with long-term, repeated, difficult, risky and basic characteristics. It is an important symbol of urban civilization and management. Fire management is one of the social activities to protect public safety and prevent fires.Dongguan City is in the forefront of the reform and opening up. The community and the economy develop very quickly. It created a world-renowned "Dongguan miracle". Dongguan City has become one of the most dynamic emerging industrial city. It has become a world-famous modern manufacturing city, too. At present, Dongguan City is in the transitional period, and it is the critical period of reform. In the process of urbanization, the fire management in Dongguan City developed slower than that of the community and economy. There are many inadequate things in fire management, such as the fire management system is not perfect; the fire station, fire access and the fire water resources are not enough; there are lots of fire risks in the city. The socialized degree of fire control work is low; The fire control propagation and education popularity is low, social unit and the people’s security against fire do not have strong consciousness,the ability that the society resists the fire is relatively weak;Industry’s development of fire control lags behind,it is difficult to meet social development and international competition’s needs. The city’s fire safety management is under tremendous pressure.This paper researches the problems on fire management of Dongguan City during the transition period. At first, this paper introduces the characteristics of the fire management system in Dongguan City and the characteristics of the status, through literature analysis, comparative analysis, empirical research methods and in-depth analysis the problems of the fire management in Dongguan City. From the Consummate fire management system, implementation of standardized fire management, fire management to promote professional and social construction and strengthening of basic construction, and other fire safety aspects of fire management of the development path of Dongguan City. To build the gradual establishment of Dongguan City which is compatible with the socio-economic development, and international integration of modern fire operation mechanism, effectively preventing fire and reducing fire hazard; to protect people’s lives and property; to create a safe environment during the transitional period.
