Abstract


Modern state-owned enterprises as the social production of an organizational, operational forms, in all countries have their existence and development of the objective needs. Although in different ways, but the goal of the reform countries are basically the effective separation of ownership and management, organizational forms in the development of the company, trying to find the government-owned enterprise management the most appropriate control points. State-owned enterprises in the country after the planned economy after the brilliant, in institutional transition has been showing a weakness, a large number of state-owned enterprises are facing difficulties in various forms. To solve the problem must be faced reality, China has proposed the construction of public service-oriented government, which is \Its power, including external power and internal dynamics, can be a target, the two drivers. Power comes from countries other than their external social pressures and international influence, power comes from internal reform and development of the inherent requirements of the government to address the ills of domestic political institutions and to resolve the backlog of reform and opening up constantly and emerging social conflicts path selection. China's social and economic development of the urgent need for further construction of public service-oriented government; addressing social development issues need serious imbalance in the construction of public service-oriented government; effectively improve the poor state of the local government needs to build some public service-oriented government. Besides the introduction and conclusion, is divided into three parts. The first part of the reform of state-owned enterprise property right system status and functions of the government's basic theory expounded defined property rights and property rights reform of the concept; introduction of reform and opening up SOE reform experienced four stages, each stage of progress, the main driving strength, lessons learned and current status; From Marx made about the government's economic management functions of the system discussed, the need for government intervention in the economy and limitations to the socialist market economic system under the government's economic function orientation.
