Abstract


The right to vote and to be elected is the constitutional citizens basic political rights of citizens to participate in national management, and ownership of the basic means of our people 's democratic dictatorship and the socialist nature of the country to adapt. Citizens of universal, equal , free participation in elections is an important manifestation of China's political democratization , but also an important guarantee for the construction of political civilization , for the fundamental rights and freedoms of citizens realization also of great significance. China since 1953, China promulgated a new electoral law the first since the establishment of the electoral system and improve the widespread attention given to establish the principles of the electoral system and procedures , after the National People's Congress and the electoral legislation in the previous revised and amended to accommodate the reality of development and changes in political conditions . However, the existing electoral system is not perfect, as the political development of the practice , there are many updates need to constantly improve the place, especially the township people's congress elections. For direct election of township people's congress of socialist democracy and the rule of law is of great significance , is an important way to strengthen grass-roots political power , but also strengthen the people's democratic dictatorship and the socialist system is an important prerequisite . Since direct election of township people's congress is the direct election of the first stage , directly facing the majority of grassroots voters , and is dominant for the farmers of the township residents directly affected by the impact of changes in social reality , with the particularity and complexity , easily produce complex problem, but also an urgent need for reform, particularly in the face of a new electoral law after the revision of the township people's congress election under these circumstances .
