As an authority relief, the work of Letters and Visits has a long history, Chinese and foreign. It takes the effect of political participation, public expression, power inspection and authority relieving, just like barometer, release and safety valve. As an important part of university’s work, Letters and Visits play an important role in keeping the stabilization, reformation and development. The Letters and Visits of the university has much difference from the government, which need we summing up experience from time to time. From the reform and opening-up policy, people’s idea, conception, actions have deeply changed. At the same time, because of the reformation in university, the educational logos and scale in higher education, there are lots of conflict and clash. Especially after 1980’s, the higher education has a much more development. The people in university have more education than in the other place, their democracy, legal awareness, sense of self-realization is strong, which is much more different from ordinary person. The Education Reform energizes new vigor to the new round of education’s development, which also brings contradiction and challenge to the management and the Letters and Visits of the university.This paper reviews the history and difference of Letters and Visits of university, and has a conclusion that in the 21 century, the Letters and Visits work has a great progress than before. I sum up the experience of Lanzhou University’s Letters and Visits work, and put forward the measure of its development. At last, this paper looks ahead the foreground of the Letters and Visits.
