Abstract


Administrative initiative information publication in social development is that the administrators, under the force of the law, send the administration to the public initiatively. It’s the trendy of the democracy, legalization today. It has been a popular way to manage the administrative initiative information publication with the law. The administrative initiative information publication and degree of openness have become the level of viewing the process of democracy and legislation. It’s the necessary premises of making the democracy come true.After joining to WTO, China is required to open administrative information, after "SARS" period the information to the Chinese Government took the administrative information to open initiatively inspired us on the crisis management, our government has profound understood of the importance of administrative information initiative publication, and has paid more attention to administrative information publication problem. However, both the realizing and the achievement administrative information initiative publication requires process, China is in the process of gradual transformation. At present, Chinese administrative information initiative publication still has some difficulties, lead to a lot of administrative information is not public timely, and effectively; a lot of the content of this should take the initiative taken by the public in the form of the passive publication, depending on the applicant’s request to public, reduced the range of the administrative information publication, led to information asymmetry, thereby giving rise to the impact of a series of information asymmetry.In this paper, I consulted large amounts of data and analyzed the difficulties of administration information initiative publication. Pointed out the difficult situation and put forward the corresponding solutions. This paper was divided into four parts. In the first part, I elaborated the theoretical of administrative information initiative publication. Including the content and the meaning of administrative information initiative publication, elaborated the range and the form of the initiative information publication, then analyzed the theory of it. Pointed out that the right to know was the power of developing the administrative information initiative publication, rent-seeking could hinder administrative information initiative publication and administrative information initiative publication could make the information shared by anyone; In the second part, I analysis the process and status of the administrative information initiative publication, based on the inside and outside environment, I explained the development of the administration information initiative publication and pointed out the problems that had been seen. In the thirdly part, I analyzed the reasons of these problems. Finally, aimed at the difficulties, I supposed some measures, which argued that the initiative effects of improving the administrative information system of public law and administration building for an active role in the work of information disclosure is the key to solve the problems.
