Abstract

In order to realize the great-leap-forward development of the rural basic education of central and west regions, narrow " digital divide " with the developed area, the country invests a huge sum of money, has implemented the modern distance education project of middle and primary schools of countryside. At present, with the completion of the demonstration pilot project and the pilot project of the rural distance education, the project has already been launched in an all-round way in Midwest of our country.Resource construction is the core of modern distance education project of middle and primary schools of countryside, the final purpose of it is to make full use of excellent resources to realize the great-leap-forward development of basic education of rural areas of the Midwest. For summarize first-phase pilot experience, explore questions, and advance follow-up work of the distance education project develops high-efficiently, and advance items ’s successful implementation, it is necessary for us to make deep and concrete researches into resource-construction system of the modern distance education of middle and primary .schools of countryside of central and west regions. Structure a set of resources-construction schemes overall, with stronger operability.The subject that this thesis studies is on the basis of studying about relevant policies and regulations, through on-the-spot investigation, interview, has an informal discussion, questionnaire investigation, literature search, repeated discussion of experts and project group, etc. propose some resource construction schemes, which have been carried on numerous modification and test run. After the subject closing, we combine the evaluation expert’s opinions and suggestions, from March of 2005 to April, at time when the modern distance education training of middle and primary schools of countryside of Shaanxi Province is launched, have carried on the last extensive questionnaire investigation and analysis, and taken new modification and perfection tothe whole resource-construction system.Before all, the paper defines the concept of the modem distance education of middle and primary schools of countryside. According to the form of expression of the resource itself and the key problems that are involved in the implement of modem distance education of middle and primary schools of central and west regions countryside, it divides resources into hardware resource, software resource and human resources. The whole resource-construction system includes three major modules: construction of hardware, construction of software and construction of the human resources, every module carries on concrete research from such respects as the construction, managing, using and sharing of resources, etc. separately.The thesis insists on the combination of theory and practice all the time, proceed from actual conditions of the countryside middle and primary schools of central and west regions, follow practicability, science, validity principle, explore hardware, software and human resources’ construction, managing and sharing, etc. In addition, the research of every content tries to set out from the angle of such different ranks departments as the province, city (district), county and school, etc., and strive to explore a set of three-dimensional types resource-construction system of modem distance education of middle and primary schools of countryside of central and west regions, which with strong operability and can be put into practice.Because our country’s distance education project of rural middle and primary schools is at the all-round implement stage, and what’s more, this project has stronger distinct Chinese characteristics, the theoretical research about this project is still scarce, haven’t built the intact and concrete studying of the resource-construction system of this project yet at present. On the basis of summarizing experience of the pilot project and demonstration project, this subject combines the implementation goal of the project and need of basic educational reform, put forward a set of resource construction schemes with strong operability of modem distance education of middle and primary schools of countryside. The research has filled the gap of the resource construction work of distance education in the countryside. There is fine promotion and ensure function in the project’s high-efficiently, lastingly further implementation and the improvement of educational teaching level of rural area of Midwest.This main data and samples are from some project schools of Shaanxi Province, they have certain representativeness and model, can reflect the current situation of the
